Activists want to target secondhand smoke from private patios and balconies in multifamily complexes. That could put them at odds with a renters rights group. For years, Mike Horelick and Nicolina Karlsson endured the cigarette smoke wafting into their tiny Santa Monica courtyard apartment from a neighbor's patio, even though it aggravated Karlsson's asthma.
