Hospitals say first bond wasn't enough

Voters approved $750 million in 2004, but the 13 institutions are asking for $980 million more. A foe calls it 'an abuse of the initiative process,' but backers say children must be the priority. Childrens Hospital Los Angeles has an ambitious vision for its new building: ceilings decorated with happy images, playrooms on each floor, beds for parents to stay overnight in rooms with their ailing kids.
