Agency OKs plan to let industry expand in L.A. region using pollution credits

Environmentalists say the plan will add to the Southland's smog and soot problems and open the way for new gas-fired power plants.Southern California air quality officials adopted a plan Friday to allow industry to expand in the Los Angeles region by tapping into a public fund of free pollution credits.
