The industry touts lozenges and other smokeless products as safer alternatives to smoking. But public health officials and others raise health concerns and worry that they will entice a new generation to get hooked on tobacco.Tobacco company rep David Howard waxes enthusiastic when he talks about a new product his employer, R.J.
