The PACE program, which made installations of energy-efficient solar panels, insulation and water conservation systems more affordable for homeowners, has been stalled by a technical roadblock.A government program that helped homeowners finance and install green upgrades before a technical roadblock stalled it last year may be resuscitated by Congress.
