Homeland Security plans to regulate bomb fertilizer

Those who buy, sell or transfer 25 pounds of ammonium nitrate would have to register with the department. The chemical was used in the Oklahoma City bombing and the one last month in Norway.The Homeland Security Department announced plans Tuesday to regulate the sale of ammonium nitrate, 16 years after the fertilizer was used to make a bomb that killed 168 people at a federal office building in Oklahoma City.
