An oak-shaded aviary in Ventura County's Steckel Park is closing because of fiscal constraints, forcing the relocation of cockatoos, parrots and other feathered friends.For decades, pigeons have cooed and warblers warbled in a rambling, county-owned aviary near Santa Paula.
