Just who are the Hells Angels – a club of rebel bikers or a gang of crooks? In 2002 the Federal Government launches Operation Black Biscuit, which is meant to answer this question once and for all. The plan is to create a fake motorcycle gang that will ride alongside the Hell Angels and befriend them. But the undercover bikers get too close – and have to join the club. They are now at the beck and call of the Hells Angels and under extraordinary stress.
