RPI Professor Jose Holguin-Veras is the leading international authority on the topic of humanitarian logistics and disaster donations. From 9/11 to Hurricane Katrina, the Haiti earthquake of 2010, and the Tohoku quake and resulting nuclear crisis of March 2011, Holguin-Veras has visited these sites shortly after the disaster to take careful inventory of the relief policies, procedures, preparations, and infrastructure in place.
