BRUSSELS, Jan. 19 (UPI) -- The European Union's designated energy commissioner, Guenther Oettinger from Germany, surprised Brussels with calls to abandon bilateral energy deals and a pledge to enforce Europe's green transformation if the industry fails to achieve it voluntarily.
