In recent decades, Swedish universities and university colleges have become the target of a range of reforms under the banner of openness and flexibility. But a thesis from the University of Gothenburg shows that the good intentions of creating a more democratic, broader and effective higher education system also affect individuals, institutions and higher education systems and create power structures.
