Also, a Native American massacre site will be left undisturbed.Los Angeles and the Owens Valley have reached a settlement in their dispute over new measures to control dust storms that have blown across the eastern Sierra Nevada since L.A. opened an aqueduct a century ago that drained Owens Lake.
