Council members Paul Koretz and Mike Bonin propose changing city zoning laws to stop fracking and related oil extraction methods.The environmental risks of fracking, or fracturing underground rock formations to reach oil reserves, are too great and should be banned, two Los Angeles City Council members said Wednesday.
